Phillips brings an in-depth knowledge on the defensive side of the ball. He served as an assistant coach at North Carolina State University, coaching defensive backs. His first coaching experience came as a graduate assistant at East Carolina University working with defensive ends and later linebackers. His collegiate coaching experience includes stints at Ohio University (1995-1997), North Carolina A & T University (1988-1989), Catawba College (1987-1988), and East Carolina (1985-1987). At North Carolina A & T, his defensive unit was instrumental in the 1991 squad gaining a berth in the Heritage Bowl and the NCAA Division I-AA Playoffs.

Phillips is a 1985 graduate of East Carolina University. As a player, Phillips earned two letters as an outside linebacker at Chowan Junior College and as a linebacker at East Carolina University. Phillips received his Master's in Education Administration from East Carolina University in 1987.
